The Estonian Film Foundation (EFF) is the largest financier of film production in Estonia. The national budget has allocated an annual sum of 1,241,667 EUR to the EFF in 1999-2001, approximately 2,2 million EUR annually in 2002-2003, and 2,35 million EUR in 2004. In 2003, 3 full-length features, 9 short features, 43 documentaries and 9 animated films were produced in Estonia.

The EFF supports films in which at least one of the producers is an independent Estonian film production company, total Estonian participation is at least 10% of the budget summary and at least 10% of the property rights of the film belong to an Estonian producer. In the case of international co-productions, an amount which is 1.2 times the amount of support given to the film project by the EFF must be spent in Estonia.

The share of each recipient of support from the EFF in the financing of a film project must be at least 5% of the budget summary and in the case of an international co-production, at least 5% of financing from Estonian
sources.

Grant application procedure

The EFF offers three types of grants for full-length feature films: 

  • Script
  • Development
  • Production

For animated films and documentaries, development and production grants are provided. For short features, only production grants are provided.

Grant applications are accepted in several rounds year round. The applicant is required to submit a written application dossier in compliance with the EFF guidelines. The application forms and the guidelines are available at the EFF website www.efsa.ee.

The EFF also provides grants for making film prints for distribution in Estonia and internationally. Incentive grants are awarded to completed films for audience figures and for participation in major festivals and must be invested in the producer’s next film project.

Filmmakers and film researchers can apply to the EFF for training grants, research grants, or grants for promoting Estonian film culture. In addition, the EFF allocates miscellaneous grants for various film projects, including festivals, film-related printed materials, training events, etc.

International co-productions

Most full-length features in Estonia have been completed in cooperation with foreign producers and film professionals. Likewise, the budgets of most full-length films include a share of foreign financiers. 

As a member of both European Union’s MEDIA Plus programme and Eurimages, Estonian producers can apply for grants and support from both sources.

The Estonian Ministry of Culture sponsors Estonian film distribution, provides support for cinemas outside the capital as well as for international co-production, with approximately 160,000 EUR allocated for co-productions annually. Only Estonian production companies can apply but foreign co-productions are welcome.

Prior funding from the Estonian Film Foundation is required before applying.

The Cultural Endowment of Estonia, established in 1994, allocates support money for promoting cinematography through its Audio-Visual Arts Endowment. In addition to film production grants, the Cultural Endowment of Estonia also issues training, publishing and film event grants as well as annual rewards for outstanding creative accomplishments. Estonian producers can apply with international co-production projects.

MEDIA Desk Estonia provides Estonian film and audiovisual sector professionals with information on and grants for training. It also intermediates MEDIA Plus programme development and distribution grant allocation to Estonian applicants.
